To begin the process, you will need to meet with a notary public licensed in the state where your car title/record was issued. A notary public should make a certified color copy of your document and notarize it. Make sure you choose an experienced notary who knows what forms to use and affixes the appropriate affidavit with the notary seal. Your local Department of Motor Vehicles should also be able to advise you on the notarization process. You can also bring a notary public with you to the DMV to have your document notarized right there.
Only the state that issued your Car Title/DMV Record can authenticate your document. So, if your Car Title was issued in the State of Alabama, notarization and apostille on your car title will be processed in Alabama.

Remember that an apostille can only be issued on Car Title/DMV Record requested for use in country members of the Hague Apostille Convention. If you are going to a country that is not a member of the Hague Apostille Treaty, your Car Title/DMV Record needs to have a certificate of authentication – a legalization through the U.S. Department of State in Washington, D.C., and legalization through the Embassy / Consulate office.
