What documents cannot receive Georgia apostille in Atlanta:  

• Documents issued by a different State
• Federal documents that have been signed and sealed by a federal agency or federal court, including the consular report of birth abroad.
• Photocopied documents, except copies properly certified by Georgia notary as a copy.
• Documents issued by a foreign country.
• Documents intended for use in countries that are not part of the Hague Apostille Convention.
• Documents intended for use within the United States of America, its territories, or possessions. 

Please, note: Documents going to foreign embassies or consulates located within the U.S. are considered to be international documents going to that foreign country.
